〈流浪到淡水〉一曲由陳明章所作，他是台灣著名的音樂創作人、音樂製作人、台語歌手，同時也是吉他與月琴的演奏家。代表作品有《戀戀風塵》電影配樂（1985年）、《戲夢人生》電影配樂（1993年）、〈伊是咱的寶貝〉（1993年）、〈流浪到淡水〉（1995年）等。有人稱他為「台灣民謠大師」、「浪子詩人」。
這首唱遍全台的〈流浪到淡水〉，是陳明章有感於盲人歌手金門王與李炳輝走唱人生的無奈和悲苦，而於30分鐘內完成的作品，在1998年獲得第九屆金曲獎流行音樂作品類最佳作曲人獎

Drift to Tamsui is composed by Ming-Zhang Chen, who is a well-known composer, producer, Taiwanese song singer, guitar, and yueqin player. The song “Drift to Tamsui” is composed within 30 minutes, when Chen is inspired by the blind singer Jing Men Wang and Lee Bing Hui’s helplessness when singing this song. “Drift to Tamsui” awarded the title as The Best Composer Award (Pop Song Category) in the 9th Golden Melody Awards in 1998.
